The Users tab displays a list of users that exists in your Jira instance. These users can be internal to Jira’s user/group management functionality or can be synchronized users from an external system such as Active Directory or single sign-on (SSO) systems such as Okta or OneLogin. Also worth noting, the list contains user accounts that may not be visible to you in other areas of Jira (e.g., internal Atlassian accounts or accounts left after removing an Atlassian App).
